The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are released from various governments. Considerable effort is allocated on managing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capacity afforded by up-to-date information. From observation points, military aircraft that had been deployed to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Persistent Threats

Soon after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its target.

With pauses, this carried on until dawn. Kyiv faced the morning news: seven people killed, devastation and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, persist.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not change more in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a only one week to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
